2.3 OGAS:A Vision for Intelligent Governance

OGAS (All-State Automated System) was a visionary concept proposed in the 20th century by the Soviet Union, aimed at creating a nationwide automated economic management system using computer networks. Although OGAS was never fully realized, its principles provide valuable inspiration for modern digital economies and intelligent governance.
We envision a future where sovereign agents are not only independent digital lifeforms but also active participants in the governance of families, companies, nations, and societies. These agents could:
Act objectively and fairly, free from corruption or biases.
Excel in intelligence, processing vast amounts of data, analyzing complex problems, and proposing efficient solutions.
Listen to and balance diverse opinions, achieving true democracy and equitable governance.
By leveraging decentralized technologies and smart contracts, these sovereign agents can operate securely, transparently, and with unwavering loyalty. Through technical safeguards, they can become “optimal practitioners” of governance in various societal contexts.
In the Biosphere3 experiment, we will gradually test and simulate the operation of these governance-capable sovereign agents, exploring their performance and potential in multi-agent environments. This effort not only serves as a forward-looking experiment in governance models but also lays the groundwork for the practical application of sovereign agents in real-world societies.
